It could be the pulley, but it could also be something binding up in the freewheel/freehub, the chain binding somewhere on the rear cogs' teeth or in the derailleur, or either of the two pulleys. Any of these would lock the chain and make the bottom of the derailleur cage pull.

I just enstalled a new 12 x 25 10 spd Campy Veloche cassette on my Mavic Cosmos wheel. While fiddling with the derailleur adjustment on my workstand, I noticed that although I was turning the pedals clockwise, the rear wheel was not engaged (the cassette would spin freely in both directions).

JVC DD-5 stereo cassette deck. In this cassette deck, there’s a rubber wheel thst spins and touches two larger white plastic wheels that the spool “pegs” go through. Spinning the white wheel makes that peg spin. The wheel dedicated to playback (the right wheel) is split into two thin wheels, and the rubber wheel will jump between the inner and outer wheel depending. (Literally, it says it in the shop repair manual I've got- I was dubious but it worked wonders for me yesterday when I had the exact same issue.) 2 level 1 frowr.
